A recurring challenge in European research on distributed computing is that the field often evolves faster than the vocabulary used to describe it. Terms such as edge computing, the Edge-Cloud Continuum and the Cognitive Computing Continuum (CCC) increasingly refer to interconnected but distinct ideas. This is why the first story in this newsletter is deliberately foundational. Before looking at open data, AI-driven optimization or automated deployment, ENACT contributes something more structural: a clearer understanding of what the CCC is, what differentiates it from previous computing paradigms, and which capabilities are required to make it operational.
The publication “Cognitive Computing Continuum: State-of-the-Art Review and ENACT Vision & Approach” corresponds to the DEFINE stage of the narrative developed throughout this newsletter. The paper reviews the state of the art across the technological areas that underpin the transition from the Edge-Cloud Continuum towards the CCC and explains why this transition requires more than simply distributing workloads across different computing tiers. The emerging continuum must also become more interoperable, adaptive and resource-efficient, while being able to respond intelligently to the constantly changing conditions of highly distributed environments.
One of the publication’s key contributions is the identification of several concepts that are essential to this evolution. These include cognitive orchestration, which introduces more intelligent and adaptive mechanisms for managing resources and applications; distributed AI, which allows intelligence to operate across different layers of the continuum rather than remaining confined to centralized cloud infrastructures; and sovereign data management, which addresses the need to exchange and process data while preserving control, trust and governance. The paper brings these areas together as complementary foundations of a genuinely cognitive continuum.
The article also places the ENACT framework within this broader research landscape. ENACT is presented as a concrete response to gaps identified in existing approaches, combining highly adaptive orchestration, dynamic modelling and visibility of the continuum and mechanisms that support application-level automation and adaptability. This positioning is important for ENACT. The project’s individual results should not be read as isolated technical developments; they are different pieces of a wider attempt to make the CCC understandable, observable and increasingly autonomous.
For the research community, the relevance of the publication extends beyond the ENACT architecture itself. Research fields mature not only through prototypes and demonstrations, but also through common concepts, shared terminology and reference principles that allow different solutions to be compared. Through the review of the existing landscape and articulating the ENACT vision against it, the paper contributes to the formalization of CCC architectural principles. It therefore provides a useful reference point for researchers and practitioners seeking to understand how orchestration, AI, data spaces, monitoring, security and application management can converge within the same computing paradigm.
Seen in this context of the current newsletter, this paper provides the intellectual starting point for everything that follows. Once the continuum has been defined and its key characteristics have been clarified, the next challenge is to observe how it behaves in practice, use that evidence to make better decisions, and finally translate those decisions into deployable infrastructure. Why it matters: this publication gives the CCC community a stronger conceptual foundation and helps explain how ENACT’s later contributions fit into a coherent journey from research vision to an operational Cognitive Computing Continuum.
